Community Sanitation Overview:
The tribal council operates the washeteria, water treatment plant, container haul system, and electrical services for the community. The tribal council is the policy making body for the utility services. Only one watering point, with storage capacity of 12,000 gallons, serves the entire community, washeteria, clinic, and the school. Residents haul honey-buckets to 21 bins located sparingly throughout the community. A feasibility study was completed to implement a piped water and sewer system in the future. A larger water storage tank, completion of a new lagoon, and water system improvements are the community's priorities. 
RUBA Status & Activities This Qtr:
Bethel RUBA staff traveled to Tuluksak on March 7 with Village Safe Water (VSW) Engineer Dave Longtin. VSW has funded a sanitation project which requires the community meet management criteria for continued release of construction grant funds. RUBA and VSW staff met with Principal Lance Jackson in the morning as the school one of the two main customers of the utility. Principal Jackson communicated dissatisfaction with the service the school was receiving and that service had stopped for periods of up to forty-eight hours several times. Principal Jackson also voiced dissatisfaction with the quality of the water, providing many examples. RUBA and VSW staff attended the Tuluksak Native Community Council meeting with RUBA staff providing an overview of the management assessment process and the utility's need for compliance to receive additional funding. During the meeting, RUBA staff also addressed two related concerns; the situation with the school water service and the water operator. The current water operator is certified, however, due to health concerns, he will not be able to perform the duties much longer. RUBA staff encouraged the council to hire a secondadry water operator who may begin apprenticing under the current operator as long as possible. RUBA staff will schuled a return trip to conduct a management assessment and draft a work plan with the community staff to meet the required criteria. On March 16, 2011 a Tuluksak representative sent a written invitation to Bethel RUBA staff to complete a RUBA assessment in Tuluksak. A trip has been planned for April 27-28, 2011.

Finances Comments
Tuluksak Native Community needs to send the balanced 2011 budget to the Bethel regional office. Finance reports are needed for April 2010-February 2011. Tuluksak contracts with a Certified Public Account for accounting and the manager gives oral reports to the council. RUBA recommended a written manager's monthly report be provided and one was received indicating that budgets were reviewed by the council and tribal president and were signed off. Prepaid cards for electric ensure payment for other utility service. A new utility manager was hired last quarter.

A billing system is set up with individual household accounts. The utility sent out a letter advising consumers that if they did not pay their bill, money would be taken from the electric pre-paid Power Stat cards. All accounting and billing is done with QuickBooks Pro, including payroll tax calculations. When making purchase orders, the purchase order is filled out, the bookkeeper checks it against the budget, and then it is submitted to the administrator for approval.

On February 17, 2011 the IRS verified that Tuluksak is current on Federal taxes through December 31, 2011. The state Department of Labor (DOL) was contacted on February 22, 2011. DOL stated that Tuluksak owes Employment Security Contributions for the fourth quarter of 2010. Tuluksak is not on the Lien Watch dated January-February 2011.

There are now two sets of utility ordinances. One is adopted for the sewer haul system. The second is a two part ordinance in anticipation of a piped water and sewer system and was adopted December 31, 2007. The first part of the ordinance establishes a utility board and the second part is for the utility procedures. An ordinance authorizing the implementation of a sewage haul collection fee was adopted June 20, 2006. The tribal administrator formerly worked worked with a federal grant program. The bookkeeper is proficient in QuickBooks. The city has three operators with certifications for water treatment Operator in Training (OIT) and water distribution OIT. The lead operator also has boiler maintenance training.

Operation of Utility Comments
The utility is on the Significant Non-Complier list. The violations were discussed at the special meeting to the council by Village Safe Water (VSW). The utility will need to complete monthly testing for twelve months to be removed from the SNC list. A copy of the preventive maintenance plan was provided. Verbal accounts of the operation are given to the manager on a day-to-day basis. If an emergency arises, the administrator is contacted immediately. A copy of the CCR completed in June of 2008 is the most recent received by RUBA. The water operator does not have an inventory control list or a critical spare parts list.
