Community Sanitation Overview:
The City of Deering operates the piped sewer and water haul system, as well as the central washeteria. The City Council is the policy making body for the utility. Water is derived from the Inmachuk River; it is treated and pumped to a 400,000-gallon insulated storage tank. Residents pay to have water delivered to their homes. The sewage system is a vacuum system that is piped to a lagoon. A new washeteria, water treatment plant, and sewage collection lines are completed. An additional water storage tank was completed in 2006 and upgraded lines from the tanks to the water treatment plant are still planned. The City has a DEC permit for the sewage lagoon, but DEC wants them to update it to reflect design changes made during construction. RUBA is working with the engineer and DEC to allow time for an in depth study to determine whether the system can be fixed, or needs to be replaced.  
RUBA Status & Activities This Qtr:
RUBA staff made an on site visit after attempting to assist the City Administrator via phone and fax to complete her FY 07 certified financial statement in order to qualify for her FY 09 Community Revenue Sharing. She needed these funds in order to pay for her fall fuel barge order. 
RUBA Activities for the Coming Qtr:
Since the majority of RUBA staff time with the administrator was centered around qualifying for their FY 09 revenue sharing, she had no time to do an in depth review or to update the RUBA assessment. The next time available may be in January 2009.

In reviewing her monthly financial reports, we had to correct two formula problems in her excel monthly financial report in comparison to her budget which still showed the city is doing very well following their budget so far this fiscal year.

The administrator uses Quick Books for all her accounting needs. She uses an excel document she transfers information onto from Quick Books every month. This excel monthly financial report provided to the council each month is in comparison to her budget.

The operator certification for Water Distribution OIT expires 12/31/08 so needs to and will attend the next training set for November 08. Earliest to return to compliance for the SNC items is when the TTHM/HAA5 RAA's are addressed and stay below the MCL for 12 months. VSW is in early stages of studying the source water in preparation for designing a new treatment system.
