Community Sanitation Overview:
A surface water collection system with a dam, treatment, and storage capacity of 50,000 gallons, allows for piped distribution to all 25 homes in Chenega. Water treatment/storage improvements and a groundwater well source funds are being sought. Sewage is piped to a 10,000-gallon community septic tank. Refuse collection services are provided. An oil and hazardous waste recycling center was completed in 1998. Funds are needed to complete the purchase of an incinerator.  
RUBA Status & Activities This Qtr:
This community was recently reassigned to Anchorage RUBA staff Aranguiz. A letter of introduction was sent to the community on June 12,2012, offering the possibility of an onsite RUBA assessment. It was noted that the community's 2008 RUBA assessment has been expired for over two years. Prior RUBA staff were unable to get updates on financials for quarterly reports; indicators throughout have been shifted to 'nos' to reflect this lack of current information. The community does not currently have an Administrator; a representative from the Corporation is temporarily filling this role. 
RUBA Activities for the Coming Qtr:
RUBA staff will continue to offer assistance to the Tribe in updating their RUBA assessment, and in meeting all essential and sustainable indicators currently unmet. It is hoped that an onsite visit can be scheduled in this next quarter.

Finances Comments
Chenega IRA Tribal Council receives IHS funds by-passed through Chugachmiut. These funds are used to subsidize the water and sewer department. The community is small and reports approximately 23 water connections. Water treatment consists of filtering through a sand filter and chlorine injection. The expenses are limited to the basics because of the size of the system and the treatment process. No financial reports have been received for this quarter.

Accounting Systems Comments
The Tribe previously adopted a billings and collection policy and however it is not known if it is followed without any recent update to RUBA staff on the status of the accounting systems. The water/wastewater service was previously billed monthly along with a garbage charge. Customers are charged $10/month for water/wastewater and $5/month for garbage. The Tribe's purchasing system consists of making a request to the Bookkeeper who conducts a price check. If the cost of the request is under a $1000, the Bookkeeper has the authority to make the order. If it is over $1000 it must be pre-approved by the Council. The approval process does not compare proposed purchases to budgeted amounts. However, without any recent update to RUBA staff, it is unknown if the systems in place are being followed.

The Council meets monthly on the first Thursday of the month. The Council is actively involved with the Chenega Corporation on its many endeavors along with other large fund programs that are run through the Tribe. The water/wastewater department and its revenue is small in comparison to the tribe's other enterprises. The tribe offers some flexibility in customer's payment; customers can either pay monthly or seasonally. The Tribe has an OIT trained utility operator. The system is rated by the State of Alaska as a Level 1 plant. The Chenega IRA tribe has an adopted water/wastewater ordinance.

Operation of Utility Comments
As stated previously, the Tribe has an OIT trained utility operator. The operator attends periodic training as funds allow or opportunities by other sponsors become available. The Remote Maintenance Worker also provides onsite training when he is in the community. A preventative maintenance plan was developed and adopted for the sanitation facility. The Utility Operator reports verbally to the Tribal Administrator when there is a problem or he can foresee one. The Water Operator keeps a mental inventory and critical spare parts list but there is no written record.
