Community Sanitation Overview: |
The City of Savoonga has turned over its financial management control of the water and wastewater utility to Alaska Rural Utilities Collaborative (ARUC). The city's water is piped down from a well about south of the community. Most of the homes are connected to the water and wastewater utility system. The utility sells treated water to the school. |

Alaska Rural Utilities Cooperative (ARUC) provides full management and operation services to the city's water and wastewater utility. The fiscal year for Alaska Native Tribal Health Consortium (ANTHC) starts on October 1 and ends on September 30 the following year, same as the federal fiscal year. ARUC passed its budget for the water and wastewater department before the beginning of the FFY and is now implementing it. The city had hired a new city clerk and RUBA staff traveled to the city at the mayor's request to review her work and make recommendations. The new city clerk stated that she has submitted her resignation, effective December 24, 2012. |

ARUC sends monthly financil reports to the Savoonga City Council on a quarterly basis. The utility is current in paying all water/wastewater electric bills. The utility has on hand a year's adequate fuel supply or it has a financial plan to purchase an adequate supply. The utility is receiving revenues (user fees or other sources) sufficient to cover operating expenses. The overall collection rate is about 100%. Last year, ARUC's expected revenues for the water and wastewater department was $253,179.68 and expenditures of $226,183.68. To date, ARUC's revenues are $140,961.74 and expenditures are $89,459.29. |

RUBA staff will continue to monitor ARUC reports and provide assistance and information as requested. RUBA staff will assist the city to review and complete the revision of its code of ordinances. The city administrator has stated that she do most of the work on the revision. |
