Peter McKay

Biography:
Peter has dedicated his professional career to providing planning, land management, and organizational training to rural communities in and outside of the United States. Peter has a B.S. in Rural Development with an emphasis on rural economics. He is DCRA’s Senior Planner and Planning Section Chief. During his twenty-five year tenure at DCRA, Peter has conducted planning commission training, provided land management assistance and training, participated in ANCSA 14(c) planning, written training materials, and facilitated community planning in countless rural Alaska communities. He has worked closely with community planners, tribal planners, local leaders, and other community development professionals to encourage locally-appropriate planning in Alaska’s rural and indigenous communities.

Biography:
Taunnie has dedicated her professional career to the field of disaster prevention, mitigation and management. As the State National Flood Insurance Program (NFIP) Coordinator, she assists communities in land use planning, flood risk determinations, best management practices for building and development decisions, and flood insurance information. Taunnie is a Certified Floodplain Manager (CFM) and holds two bachelor’s degrees, one in Organizational Management and another in Accounting for Information Management. In 2005, Taunnie began work with DCRA's Floodplain Management Programs to provide assistance, training, and other opportunities in order to achieve the State’s flood loss reduction goals.

Biography:
Sally has devoted her professional career to coastal and community planning, collaborative processes, and facilitating public input in community development. She has a Bachelor of Arts degree in Environmental Studies and Planning and has completed Master of Urban and Regional Planning degree studies. She is currently studying for her certification through the American Institute of Certified Planners (AICP). Since coming to DCRA in 2003, Sally has provided planning commission training and other planning assistance to rural communities, participated in ANCSA 14(c)3 planning, developed training materials on local government planning authority and land management, served as DCCED’s ACMP Coordinator, and coordinated interagency efforts to assist rural communities affected by flooding, erosion, and other climate change-related phenomena. Sally serves as DCRA's section lead for the Alaska Riverine and Coastal Community Stewardship (ARRCS), the Newtok Planning Group Coordinator, and the program lead for Alaska Climate Change Impact Mitigation Program (ACCIMP) and the Alaska Coastal Impact Assistance Program (ACIAP).

Biography:
Nicole has spent her professional career educating, researching, and facilitating rural community development in multiple professional capacities. She has a Master of Community and Regional Planning (MCRP) degree, Master of Science degree in Rural Sociology, and a Doctor of Philosophy degree in Rural Sociology. Nicole specializes in designing and implementing DCRA's socioeconomic research studies, developing community information resources, facilitating community planning, and advising rural policy makers through timely and relevant research.

Biography:
As DCRA's Senior Natural Resource Specialist, Keith manages DCRA's Land Management and Mapping Program, which provides information, maps, and assistance that encourages good community planning and proper management of municipal lands including the acquisition of land for public development projects. Keith also oversees a partnership of agencies and rural groups that bring together resources to produce comprehensive maps of rural Alaska communities. In unincorporated communities, he carries out the State’s responsibilities of acquiring and managing Municipal Trust Land on behalf of future cities in accordance with the Alaska Native Claims Settlement Act and AS 44.33.755. Keith has a Bachelor of Science degree in Geography, a secondary education teaching certificate, and is a Senior Member of the International Right of Way Association with an SR/WA designation.

Biography:
Having grown up as a set-netter in rural Alaska, Erik is intimately familiar with rural lifestyle, subsistence activities, and challenges. Erik has a Bachelor of Business Administration degree in Logistics and Management Information Systems from the University of Alaska and is currently pursuing a graduate degree in Economics. As the Planning and Land Management Section’s newest member, Erik was hired as a Planner to assist in the administration of the Alaska Climate Change Impact Mitigation Program (ACCIMP).
   
George Plumley

Biography:
George has been mapping rural Alaska since coming to DCRA in 1995. George has a Bachelor of Arts degree in Geography and a Master of Arts degree in Geographic Information Systems from the University of Alaska Fairbanks. At DCRA, his current focus is on reviewing and distributing community profile mapping projects and mapping for Municipal Land Trustee transactions around the state.
   
Bill Rolfzen

Biography:
Bill is one of DCRA’s Senior Local Government Specialists with over twenty-five years of experience providing local government assistance and administering various financial assistance programs. At DCRA, Bill administers approximately $100 million dollars to Alaska’s municipalities and communities annually via the following financial assistance programs: Payment in Lieu of Taxes (PILT); National Forest Receipts; Shared Fisheries Business Tax; Fishery Resource Landing Tax; and the Community Revenue Sharing Program. Bill has a Bachelor of Arts degree in Business Administration from the University of Minnesota Duluth Campus.
   
Ruth St. Amour

Biography:
Ruth has worked on a variety of projects since coming to DCRA in 2001, including outreach and grant writing for community mapping projects and organizing a conference on indigenous planning. Her current focus is on community planning in rural Alaska and is DCRA's Alaska Coastal Management Program (ACMP) Coordinator. She previously worked for The Kuskokwim Corporation for eight years, where she traveled extensively to the villages in the middle Kuskokwim region. Ruth holds bachelor’s degrees in English and accounting.
