National Petroleum Reserve-Alaska (NPR-A)
Impact Grant Program

The NPR-A is the nation’s northern most National Petroleum Reserve. It covers 22.5 million federal acres of public land on Alaska’s North Slope. The federal government, through the U.S. Department of the Interior, Bureau of Land Management, allows for the exploration and development of oil and gas within the National Petroleum Reserve - Alaska.

The primary objective of the NPR-A Impact Mitigation Program is to provide eligible municipalities with grants to help mitigate significantly adverse impacts related to oil and gas development within the NPR-A.

“Impacts” means an effect reasonably attributable to NPR-A oil and gas activities on:

  • Population
  • Employment
  • Finances
  • Social & Cultural values
  • Air and water quality
  • Fish and wildlife habitats
  • The ability to provide essential public services, including health care, public safety, education, transportation, utilities and government administration
  • Other things of demonstrable importance to the applicant or its residents

Activities that are eligible to receive NPR-A grant funding are limited to:

  •   Planning
  •   Construction, maintenance, and operation of essential public facilities by the municipality
  •   Other necessary public services provided by the municipality

As required by Alaska Statute, priority is given to those communities experiencing or will experience the most direct or severe impact from oil and gas development.

Each NPR-A grant will be specifically identified as a legislative appropriation.
