COMMUNITY DEVELOPMENT QUOTA (CDQ) PROGRAM The Community Development Quota (CDQ) Program is administered through NOAA's National Marine Fisheries Service. The Community Development Quota (CDQ) Program began in December of 1992 with the goal of promoting fisheries related economic development in western Alaska. The CDQ Program is a federal fisheries program that allocates a percentage of all Bering Sea and Aleutian Islands quotas for groundfish, prohibited species, halibut, and crab to eligible communities who have formed regional organizations, referred to as CDQ groups. For specific information on the CDQ program, please visit NOAA Fisheries at https://www.fisheries.noaa.gov/alaska/sustainable-fisheries/community-development-quota-cdq-program Decennial Review Section 305(i)(1)(H) of the Magnuson-Stevens Fishery Conservation and Management Act requires a periodic review of CDQ groups to ensure they are fulfilling program objectives. Beginning in 2012 and recurring every ten years thereafter, the State of Alaska evaluates CDQ group performance based on four criteria encompassing socioeconomic characteristics, financial performance, workforce employment and scholarship opportunities, and implementation of community development plans. The Commissioner (or designee) of Commerce, Community, and Economic Development leads the decennial review with input provided by the Department of Fish and Game and the Department of Labor and Workforce Development. State regulations (6 AAC 93.010-900) specify the scope and timeline of the decennial review process. In the 2012 Decennial Review, the State of Alaska determined that each CDQ entity maintained or improved performance over the 2006-2010 evaluation period.
