Local Boundary Commission Commissioners The Local Boundary Commission consists of five members appointed by the Governor. One member is appointed from each of Alaska's four judicial districts. The Chair is appointed at large. Larry Wood, Chair, At Large, Eagle River Governor Mike Dunleavy appointed Larry D. Wood from Eagle River as the chair of the Local Boundary Commission on February 4, 2020. Mr. Wood was reappointed to a full term commencing on December 1, 2022. His term as chair on the LBC extends through January 31, 2028. Mr. Wood was born in Anchorage and lived many years in Fairbanks. He moved to Eagle River with his family in 1985. Mr. Wood is an attorney and mediator. He received a juris doctor degree from Willamette University College of Law and a bachelor of arts degree from Washington State University. Professional assignments have included: Chief Assistant Attorney General, State of Alaska; General Counsel, Alaska Railroad Corporation; and Assistant General Counsel, Alyeska Pipeline Service Company. Mr. Wood is a member of the Alaska and Washington State Bar Associations. He has served on the ABA’s Area Discipline, Fee Arbitration, and Law Examiner’s Committees. He has also served as chair of the Alaska Public Offices Commission, and on the boards of nonprofits, including Chugiak-Eagle River Chamber of Commerce; Chugiak-Eagle River Senior Center; Alaska Christian College; and Community Covenant Church. Mr. Wood and his spouse, Ellen, enjoy four children and five grandchildren. John Harrington, First Judicial District, Ketchikan Governor Sean Parnell appointed John Harrington of Ketchikan as the member from the First Judicial District on the Local Boundary Commission on September 10, 2009. Governor Parnell reappointed him on April 1, 2011, and Governor Walker reappointed him in 2016. Mr. Harrington is a real estate manager and previously worked as an adult education coordinator in Ketchikan from 1985-97. He was also a special education teacher and administrator in Washington state from 1972-84. He currently serves on the Ketchikan Gateway Borough Assembly, and also served on the assembly from 2005 through 2011, chairing the borough's Planning Liaison and Economic Development Advisory Committee, among others. His community service includes chairing the North Tongass Fire and EMS Service Area Board from 2002-05, serving on the Ketchikan Charter Commission from 2003-04, and serving as an elected member of the Ketchikan Gateway Borough school board from 1988-94. Commissioner Harrington earned a bachelor's degree in psychology and history from Western Washington University and a master's degree in educational administration from Seattle University. Governor Mike Dunleavy reappointed Commissioner Harrington and his current term on the LBC ends January 31, 2026. Ely Cyrus, Second Judicial District, Kiana Ely Cyrus was appointed by Governor Mike Dunleavy on March 7, 2022. He previously served as the Chairman for NANA Development Corporation, and currently serves on the NANA Regional Corporation board of directors, where he is the chair of the Land and Resources committee, as well as the Budget Audit and Finance committee. He is the President of the Native Village of Kiana and has been the administrator for the City of Kiana since 2018. He previously served on the Big Game Commercial Services board and is currently the rural representative on the Alaska Marijuana Control Board. His Local Boundary Commission seat expires on January 31, 2029. Richard "Clayton" Trotter, Third Judicial District, Eagle River Governor Mike Dunleavy appointed Clayton Trotter on January 30, 2020. His term on the LBC ends on January 31, 2027. Mr. Trotter has served various colleges and universities for over 30 years as a law professor in the field of business. Formerly Associate Professor of Business Administration at Trinity University, in San Antonio, Texas where he taught for 11 years, he also taught in both the School of Law and the College of Business Administration at Texas Tech University and was one of the Founding Professors of Regent University School of Law in Virginia. He currently teaches business law at the University of Alaska Anchorage He also served as corporate counsel for General Mills, Inc. He has also served as a law clerk to Judge John H. Wood, Jr., United States District Judge for the Western District of Texas, and counsel to a law firm of Branton and Hall, a premier Texas personal injury firm. Mr. Trotter graduated with a J.D. from the University of Texas at Austin, Texas in 1976. He traveled to Oxford University in England for two years of post-doctoral studies in International Law and Management. He is a member of the State Bar of Texas. Mr. Trotter lives with his wife and their four youngest children in Eagle River. Clay Walker , Fourth Judicial District, Denali Borough Governor Mike Dunleavy appointed Clay Walker to the Local Boundary Commission on August 9, 2023. Mr. Walker moved to Alaska in 1992 to drive and guide in Denali National Park. He served on the Denali Borough Assembly, including serving as its Presiding Officer, from 2006 through 2012. In 2013, he was elected Mayor, a position he holds through 2023. Mr. Walker has served on the Board of Directors of the Alaska Municipal League, serving as President in 2017. He also serves on the Board of Directors of the National Association of Counties. Mr. Walker earned a Masters of Public Administration from the University of Alaska Southeast, focusing on Alaska’s municipal public policy issues. His seat expires January 31, 2025. Revised 08/17/2023
